Timor-Leste and Development Partners Meeting, Closing Remarks,
26 April 2005
Remarks of Prime Minister, Dr. Marí Alkatiri on the occasion
of Closing Ceremony of TLDPM, Hotel Timor, Díli, 26th April
2005
From Government's point of view, this meeting was successful:
- We receive development partners' assistance for the policies
that we have been taking for Timor-Leste;
- Particularly the Law for Petroleum Fund has been accepted, which
would ensure that the next generations could take advantage of
a resource that is not endless;
- On the extent of bilateral negotiations, we received confirmation
of several development partners that they would continue to contribute
to the structural investment projects that we have proposed for
this country;
- The 17 Sector Investment Programs were positively accepted by
the International Community. All of them have been explained and
accepted the assistance of the development partners;
- The Investments such as constructions of roads and hospitals
or capacity building for Public Administration staff are considered
miscellaneous items.
Despite the Development Partners have been supporting our policies,
there are things that need to be improved in order to ensure that
the development would be accomplished in Timor-Leste as soon as
possible:
- Though we are given much money than we expected from Oil and
Gas of Timor Sea, yet we have difficulty in ensuring the budget
execution of project in excellent level that we propose to be
done;
- To ensure that the money is properly spent for what are really
useful (such as contribute to country's development and strive
against poverty) starting from 1st July, the Government will have
a new structure. It will be divided into five regions ( State
Secretaries), that will have duties to manage and administer the
investment projects;
- We will try to ensure that the civil society and economy private
sector would have a pivotal role in executing the core projects
for the development of the country;
- It was also significant the support of Development Partners
to the initiatives that we consider important for ameliorating
the quality of our democracy: the support to projects that aim
to improve the level of education of people, a good information
and good net of communication are essential for developing the
democracy, consolidating the peace and assuring the stability.
